As ClO2 is not pH sensitive, and will not significantly alter the existing the pH of the water (as would sodium hypochlorite, aka bleach), mixing a ClO2 solution will retain the pH of the original water used.
If the pH is significant for your particular application method, we would highly recommend using pH test strips, or other method, for measuring the pH prior to use.
